Iran Time is: UTC +03:30
In new year, NTP changed it to +04:30!!!
Why?
The Iranian government has announced that the hours will not change
NTP works with UTC. It knows nothing about your local time.
The translation to local time is done by your operating system. So if your local time is not correct, the first step is to check your OS.

On many systems, e.g., most Linuxes, a package called tzdata or similar is used for translating UTC into local time. Check whether you have the latest version of that package for your system.

I used this command
yum update tzdata
and the problem fixed!

Also, dst was active, and disabling it solved the problem
