Just as the netspeed setting is only relative within the zone, so are the numbers in the “Client distribution” section of each server’s details page I understand from your description you are referring to, and your are deriving your conclusion from.
I.e., a ~12 permyriad value in one zone does not necessarily mean that server is seeing more actual traffic in absolute terms than a server in another zone with a ~0.046 permyriad value for its zone.
Please refer to this thread. My latest work-around:
- Reload the page
- Set the netspeed to the same value that is already active
- Set the netspeed to the desired new value
I hope though this will get fixed eventually.
