Yes, you can use graphs with rrdtool to monitor your NTP server.

I uses InfluxData’s telegraf chrony input plugin along with other host metrics, which are streamed into an InfluxDB 2 instance. For graphing and dashboard there is also a Grafana instance and some cron scripts to render images for publishing on the website Here.
In addition to the above answers, I’ll note that if something goes terribly wrong with your pool NTP server, you will get an automatic notification from the pool. So you don’t necessarily need to have your own monitoring to make sure your NTP server is a) reachable or b) serves good enough time.
I’m using the chrony-stats scripts linked above for some pretty graphs. Here’s one of my servers, for example.
