My Setup
Stratum 1
3 x Stratum1 Servers as hidden masters, running ntpd, with Adafruit Ultimate GPS hat and chronodot RTC, with dual redundant power supplies. Out door marine GPS antenna.

Stratum 2
3 x Stratum 2 servers running vmware ubuntu vms and Chrony.

Stratum 2 are connected to the three stratum 1, and then peered with each other (with keys). Stratum 1 are NOT peered with each other.

Network
The servers are published using my own AS Number with fixed IPv4 and IPv4 IP addresses. They are connected to the submarine cable at the highest level in Kenya with unrestricted IP Transit, no rate limiting or other restrictions in place.
