[systemd-timesyncd](https://community.ntppool.org/t/uncommon-load-question-many-packets-from-one-ip/2187/4) can create bursts of NTP requests.
[FortiGate firewalls](https://weberblog.net/fortigate-bug-firewalls-sending-excessive-requests-to-the-ntp-pool/) has created NTP bursts for several years.

Packet captures may help track down the sources.
