You could try the abuse contact for the IP: [Whois Lookup Captcha](http://whois.domaintools.com/212.147.28.70) Or their website has “Live Help” and other contact methods: [Internet, Telefonie, Mobile, Hosting, Housing, Cloud und Security für Unternehmen](https://www.vtx.ch/de)

On the hour / half hour etc is known to be busy:
